In today’s environment, every major programme faces increasing uncertainty—from changing priorities and funding pressures to evolving stakeholder expectations. While strong governance, planning and risk management remain essential, they are often not enough when delivery comes under sustained pressure. This session explores the concept of organisational resilience and how resilient delivery systems enable programmes to adapt, make effective decisions and continue delivering value when conditions change. Drawing on research and practical experience, we’ll examine why transformations rarely fail because of poor plans—they fail because delivery systems fragment under pressure.

Economic uncertainty, shifting priorities, regulatory change and resource constraints place constant pressure on delivery organisations. Daniel Hamilton is a Principal Technical Manager and Head of Transformation at MIGSO-PCUBED. He specialises in strengthening delivery systems, improving transformation performance and translating strategy into sustainable change across regulated sectors. Drawing on research conducted with the Lean Competency System, Daniel’s session, Beyond the Toolkit: Why Resilience Is the Missing Condition for Transformation Success, explores why organisations with mature methodologies and established capability can still struggle to transform successfully. He will introduce a practical four-pillar resilience model to help practitioners identify organisational fragility, engage leaders more effectively and strengthen delivery when funding, sponsorship, priorities or assumptions change.
